On 1st April, the Environment Agency (EA) introduced new charges for registering waste exemptions. These changes will affect many routine farm activities—potentially adding unexpected cost and regulation to what were previously straightforward tasks.
For many farmers, activities such as storing waste, treating packaging, spreading waste to benefit soil, or burning plant material fall under waste exemptions. Until 1st April, registering these waste exemptions did not incur charges. Under the new rules, however, farms must pay both a registration or renewal charge and a compliance charge when applying or reapplying for exemptions.
The rationale from the EA is clear: the charges are intended to help cover the costs of regulating these exemptions and tackling waste-related crime. While the requirement for regulation is understandable, the impact on farmers can not be ignored—especially at a time when margins are tight and regulatory complexity continues to increase.
